Alexander Filippovich Walter (20.05.1898 —1941) — Soviet physicist, corresponding member of the USSR Academy of Sciences (1933). Born in Tsarskoye Selo (now the town of Pushkin). He graduated from the Leningrad Polytechnic Institute (1924). In 1921–30 he worked at the Leningrad Physico-Technical Institute and from 1931 at the Electrophysical Institute. His main research concerned the physics of dielectrics. He studied electric breakdown and the electrical conductivity of solid dielectrics, the conductivity of glass and rock salt in strong fields, and dielectric losses in dielectrics containing polar molecules. He found that for liquids containing solid and liquid impurities and dissolved gas the breakdown voltage depends on pressure and time, and for low-boiling organic liquids on temperature; he also found how the breakdown voltage and the resistivity of rock salt, glass and porcelain depend on temperature. He obtained the temperature dependence of ε and of tan δ, which shows that dielectric losses are dipole in nature.
